Liberia: CHIEF OF PARTY, Liberia LEGIT

Tetra Tech ARD is currently accepting expressions of interest from qualified candidates for Chief of Party for an anticipated five-year USAID funded project in Liberia. The program, known as Local Empowerment for Government Inclusion and Transparency (LEGIT), seeks to increase accountability, transparency, and effectiveness of sub-national government resources in Liberia. The position will be full time and based in Liberia.

Responsibilities:

The Chief of Party (COP) will be the primary liaison with USAID/Liberia on technical matters and shall adjust programs and operations in response to USAID/Liberia technical direction. The COP shall be responsible for responding to the designated COR and USAID/Liberia’s Contracting Officer. The COP shall also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award. The COP primary responsibilities are aimed at providing overall leadership management and general technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award. This individual will be expected to identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments.

Qualifications:

  • Advanced degree (master’s or higher) in social sciences, international development, management, or a related field.
  • A minimum of 12 years professional experience in International Development at a senior program management level, including direct supervision of professional and support staff.
  • At least 5 years developing country work experience in West Africa preferred.
  • Previous work experience in Sub-Saharan Africa, with long term work experience in Liberia preferred.
  • Demonstrated experience in working effectively with sub-national and/or local governments in developing contexts, and capabilities in supporting decentralization, and convening multi-stakeholder processes.
  • Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized donor-supported programs.
  • Skills in high level strategic visioning and leadership.
  • Preferably must have experience in managing complex activities involving coordination with multiple partner institutions.
  • Strong communication skills, including interpersonal and in written and oral English.
  • The proven ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams.
  • Liberian nationals strongly encouraged to apply.
